2008-9 New Mailing Requirements
The USPS is implementing several new requirements for mailers wishing to receive the lowest postage rates. We’ve summarized the biggest issues here so you’ll be aware when planning your next direct mail project. Premier Printing & Mailing will always offer any assistance for questions you may have – just contact us before doing any design or printing so any problems can be solved early in the process. Move Update Requirements
As of November 23, 2008 ALL address lists used in a bulk mailing must be updated within the previous 95 days to receive automated postage rates. The purpose behind this regulation is to reduce the amount of undeliverable pieces of mail. There are several ways to comply with this move update requirement:
1. Send your mailing first class so the undeliverable pieces are returned to you. Then subsequent mailings for the next 95 days using that list may be done without any further list work.
2. Add Return Service Requested or Address Service Requested to the address area so undeliverable pieces or a list of undeliverable addresses are returned to you. There is a charge for this process. 3. Submit your list to NCOA (National Change of Address) every 95 days. Premier Printing can handle this process for a charge of $25 per mailing list. The list will be returned with the correct address or the information that no forwarding address is on file. This is likely to happen if your list has not been updated for several years.
4. When addressing, add “Or Current Resident” to the address format. Addressing to “Occupant” is also an option that complies with the move update requirements. Using these terms means the mail piece will be delivered to the address indicated even if the addressee is no longer there.
Addressing Flat Mail
If you mail pieces that are processed as flats (8.5” x 11” or larger), the USPS is requiring that the address area must be at the TOP half of the mail piece. The postage or indicia must appear to the right or upper right and the return address must appear to the upper left of the address area. The address may be printed parallel or perpendicular to the top edge of the mail piece but it may NOT be printed upside down. Flat mail pieces that want to receive the automated postage rates will be required to follow these procedures as of March 29, 2009.
Intelligent Mail Barcode
As of May 2010 it will be required to use the new Intelligent Mail Barcode on all automated mailings. Premier Printing & Mailing will comply with this requirement and incorporate the new barcode on all automated mailings so you can be assured that your mailing will be processed using the latest technology and lowest postage rates.
Non-Profit Regulations
If your organization is an approved non-profit with the USPS (must be separately approved and on file at the Post Office where the mailing is presented), there are several important issues that must be followed to receive the non-profit postage rates:
1. The return address on the mail piece must match EXACTLY with the non-profit’s name and address on file at the Post Office. 2. Any profit businesses that are contributing to or sponsoring a non-profit event can only appear as a listing under the heading “Sponsors” or “Sponsored By”.
3. Newsletters must show a date and frequency such as “Volume I, Number 1” or “Printed quarterly”.
The above items are just a few of the many postal regulations that can affect the postage rates. We always recommend that customers contact us prior to design and printing so we can troubleshoot and avoid having to process a mailing at a higher postage rate.
